Account issue Gmail

I lost my phone and although I have the right email and password I can’t login to my Gmail which has 3 years of photos saved on it.. I don’t have the backup codes bcuz those are saved onto samsung cloud with currently the same issue. I can’t get a text code, obviously. And I can’t verify with a passcode for the same reason.. now I have a backup email on the account but it won’t ask me to use it . I’ve been trying to login for a month if someone can help me please.. I’m trying to recoup family photos…
