Advice for college degree

is a bachelor of applied technology in cybersecurity a useless degree? Would it be more practical to finish up a computer science degree at a university for a software developer role in the cybersecurity field?

The quality of the degree is going to depend on the institution.
The relevance of the degree depends on what you want to do after school.
It sounds like a degree geared more toward network security, compliance enforcement, system administration, etc - but you’d have to look at the degree to figure that out yourself.
As a general rule of thumb, if you want to be a developer then my recommendation is to go for “computer science”. But talk to the professors, head of department, and career center at your school to figure it out. They’re mostly nice people who want to help you succeed.
