Are web developer jobs in demand to where employers are willing to relocate?

Are web developers in demand enough to where employers are willing to consider people from out of state, or are web devs disposable enough where employers are more easily willing to only consider locals?

That is going to be specific to the location of the employer. Here in the Bay Area, there is no reason to hire remote employees as there are many (too many) local candidates.

Really depends on your location but for the most part companies only consider remote work for seniors and not many positions are like that

As others have said, it really depend son the company. I got hired as a low-mid and got relocation, but it was a big company that is generous with benefits. It depends on too many factors to make a generalization: employment climate, size of company, the level of the position, how badly they want you, luck, etc.
