At what point do you feel confident in apply for job?

I’ve been plague by the idea that I am not good enough.

Just do it. Maybe you are, maybe you aren’t. But you’ll actually never know until you try. Even if you don’t get the job, you’ll gain experience applying for jobs. You may even get to the technical interview stage.

You won’t get the first job you apply to, so just focus on getting experience in the process.

Look back at your old work and see what you have improved from there. You will see how much you accomplished and it help boost your morale. Don’t get overwhelmed by the job search posts. Whatever you feel confident in doing, just hit apply. Maybe someone might look at your code and take an interest.

Honestly just whenever.

The worst thing it can happen is a simple rejection.

But I would recommend what set of skills they are looking at your location (or whatever location you desire to find a job). Doing a bit of research can help a long way and it will give you more of a direction of what you need to know in order to be more marketable.
