I have tried the below code several times, have looked for hints and watched the spoiler video my code does not pass

just curious, did you have a reason to choose to use the legacy course instead of the new course offered by fCC?

You seem to have added 2 different anchor elements to the code.
You only need one.
The one you use should have the text cat photos in between the opening and closing tags.
