Tell us what’s happening:

In my opinion I have done everything correctly but for some reason it says that the second anchor is invalid. What I’m doing wrong?
I have tried closing the tab, starting over with step 9 etc, nothing happens.

The opening tag is missing something.
Try fixing it, then check if there are any error messages.

In addition to @MostafaElbadry advice, your anchor tags are not wrapped around any text so they are not serving a purpose. For example look at what the instructions say about the first anchor element:

For the first anchor element, the text should be About and the href attribute value should be "#about".
