The line with the paragraph tags go under the line that says TODO

I see the problem, In your code
your “TODO” should be above your “P” element…

To write a comment in HTML you can simply use
<!-- Comment -->

For your kind information : A comment is a piece of text added to the code that is ignored by the program or browser when it runs.

and make sure that the comment is written just above a code
eg.

<!--- This makes a paragraph which contains the text happy coding -->
<p> Happy Coding </p>
