Build a Tribute Page - how to build the left floating panel

I am doing this project, checked the sample given by FCC, https://codepen.io/freeCodeCamp/full/zNqgVx
but totally have no idea how to build the left floating panel (the yellow one) which could run and check the test.

Do we need to do that??
