Comment out HTML query

I can’t seem to figure out what I am missing. Is “Commenting out” another way of saying “uncomment”?

Let consider the following code

<h1>Title</h1>
<p>Insert some text here</p>
<h2>Sub title</h2>

If I were asked to comment the p tag out, here is how I would do it

<h1>Title</h1>
<!-- <p>Insert some text here</p>-->
<h2>Sub title</h2>

Well, you need to keep the CatPhotoApp part, not the others

I got a little confused on the wording of this one as well.

“Commenting out” refers to using comments to deactivate a line of code without fully deleting it. As in the example from @Tchoukoualeu above.
