I’m a designer with money in the bank looking for an interesting project to work on. I am not a developer so I’m looking for a rough estimate as towards how much capital I should put towards hiring professionals.

It really depends. How big is the app?
The average web dev salary on glassdoor is $70k.
So, if it will take 6 man-months, then that is maybe $35k, maybe more since it would be a contract job.
But it really depends on the app: How big is it? That is the missing part that makes this estimate impossible.
The other option, if you have a really good idea, is to find a developer partner and build your own company.
