<form> tag is usually designed to send your server a piece of information that you can retrieve via Javascript or PHP. For example, if you had answered some survey questions, your answers would be sent to the server and when the data is retrieved, people are able to perform actions based on what people like. (e.g. upgrading a website due to the viewers’ opinions)
