CSS borders does not work

Tell us what’s happening:
Good day,

I completed the border code for our cat picture and it was successful. I tried to recreate this code in Notepad++ and it doesn’t work. I literally complied the code from this tutorial and tried other alternatives on the internet but no success. I have attached a copy of the code below.

I would really appreciate your assistance.
