The example may have not been clear enough.

@media (max-width: 100px) { /* CSS Rules */ }
means something like

/* outside of brackets are default css rules */

@media (max-width: 100px) {
 /* CSS Rules 
    put css rules here between these brackets
   that you only want applied at this screen size
*/
 }
