Finished the HTML/CSS section but not feeling strong enough to move into Javascript

If I were you, I would carry on with the JavaScript and keep doing simple HTML/CSS exercises every day. Not whole websites, just snippets; simple cards, forms, headers, navigations, preloaders, tables, buttons, charts, etc.

Check out Dribbble, search for something you like and try to make it on CodePen. In a few weeks, you’ll be more familiar with these and it will be really easy to make a new tribute page and portfolio.
