Glitch in test run? html5

I am on lesson: Basic HTML and HTML5: Link to External Pages with Anchor Elements

trying to enter the code <a href='http://freecatphotoapp.com'>'cat photos'</a> but it keeps telling me I have an a element missing. Is this a glitch?

using chrome, is this an issue?
