I have found this image that I would like to have on my site. But obviously, don’t want to get into trouble for copyright. What does not filtered by license mean? Does that it has no copyright issues?

There are many usage licenses beyond Creative Commons or “Copy-left” such as MIT, Apache, BSD, etc. It looks like your search,in your photo, is labeled for reuse you should be fine. The licenses give away certain rights that one has under Copyright law.
