how do i cause a specific message to appear every time i open a specific app/software?

i want to learn how to cause my laptop to show me reminder to use a program in a specific way every time that program gets ran or every time a new window gets created with that program. but i dont know how to. is there a api or other program that can detect when a program is running like task manager can?
have you done any research on this?
If you are using Windows you could create a shortcut that launches the program you want AND a text document with whatever note you want.
