Can’t decide in some cases whether putting them down is reasonable or disingenuous

I would say depending on how comfortable you feel working with that technology. If you worked with it at your job you can put it in your CV. But if you don’t use that technology at your workplace I would say that if you can answer basic interview questions about that particular technology you should put it in your CV.
