Cuéntanos qué está pasando:
Estoy intentando hace 30 minutos crear el formulario, lo creo tal cual dice los ejemplos y todo pero no me deja avanzar y esta bien.

Tienes un error en el valor del atributo placeholder, entre “cat” y “photo” tienes un salto de línea. Bórralo y vuélvelo a escribir

Tienes que anidar el elemento input dentro de un elemento “form” y añadir el valor del atributo action
Aqui hay un ejemplo de un elemento “img” anidado dentro de un elemento “p”
