You don’t want to remove the <h1> and <p> tags. You just want to comment them out.

You’ll need to add something before <h1> and something after </h1> … same for the <p> & </p> tags

<h1>Hello World</h1>

<h2>CatPhotoApp</h2>

<p>Kitty ipsum dolor sit amet, shed everywhere shed everywhere stretching attack your ankles chase the red dot, hairball run catnip eat the grass sniff.</p>

as @pjonp said and there is one comment “” comment tag below… you need to remove them and only comment out H1 and p tags and not remove them.
