The instructions say “Comment out your h1 element and your p element, but not your h2 element”.

The instructions further say "Remember that in order to start a comment, you need to use <!-- and to end a comment, you need to use -->"

So something commented out would look like
<!-- all this is commented out and it may include opening tags like <h1> and text and closing tags like </h1> -->
