Just looking at it, I see this:

Which is the footer? You can’t have two ids exactly the same. And that second id is not well formed.

Right, first of all, what is the h2 doing there. Secondly, why is that id outside of the element opening brackets? The id for the h2 is actually done correctly.

id is a unique identifier of the element in HTML. To link your a anchor tag to given element you append it with hash #. In your example you have element with id footer so href should be pointing to #footer.
