The first thing that stands out is: Where is your return statement located? When does that run?

Welcome to the forum!

When you are stuck on a problem, use console.log to see what is happening with your code.

At the bottom of your code, outside the function, place a console.log(cc(2)) and see what is returned.

That should help you answer @nhcarrigan 's question.
Also, run this console.log and pay close attention to the spacing issue

console.log(cc(7))
