You need to use the correct syntax in your code while using the attribute target. Which is, that after you write you opening tag (in your case it is the anchor or <a> tag) then inside the opening tag after the attribute name (in your case it is target) you should use an equal to (=) sign and then define or give it some value (which in your case is a URL).
