what are using the href for? Also the text should be wrapped between the opening and closing anchor tags

the list item text is CSS
The word CSS (and the other li text) should all be wrapped in an anchor tag.
At it simplest an anchor tag looks like this
<a>some text</a>

So the text CSS goes in between the opening a and the closing a tag.
No href is defined yet (probably the next step will ask you to add that)
