The instructions say that css styles follow a certain template:

element {
property: value;
}

Then they ask:

Center your h1 element by setting its text-align property to the value center.

What you have to do is replace the word “element” in the template they gave you with the name of the element you want to style. In this case h1.
Then replace the word “property” with the name of the CSS property that we want to specify. In this case text-align.
Finally replace the word “value” with the value of the property which in this case is center.

Once you’ve done that, you’ll have a proper CSS style rule.
