Please complete (or at least go through most of) the responsive web design part of the curriculum before starting on JavaScript.

Mine has been saying I need to add link element and I have done so but it still keep repeating that, this is the link element I used
<link rel="stylesheet" type="text/css" href="styles.css">
That is not your issue though.
You have issues in the overall structure of your HTML which is why the tests are failing.
I suggest reading through this freeCodeCamp article on the HTML boilerplate
When you are building a new website, it is important to have a good starting foundation. In this article, I will explain what an HTML 5 boilerplate is and how to create a basic template to use in your projects. What is an HTML 5 boilerplate?...
Once you fix the html structure, then you will be able to pass the tests.
But also, I agree with lasjorg about going through the first bits of the responsive web design portions. At least the first couple of projects, because there will be more steps where you will need to build out the html and css.
hope that helps
