I’m pretty sure I have everything written in the order that it should be, so I am kind of lost as to what I have wrong? am I setting the <meta in the wrong line?

From the instructions :

Give it a name attribute set to viewport.

So you should have a name attribute not a class.

You are also missing a closing > at the end of your meta element.
