when they say “inside the header element create an h1 element” they mean that the new h1 element should be nested Example of nesting:

<body>
  <p>this is a nested element</p>
</body>

The other thing you need to remember is what an h1 element is all about.
(recall step 1 and step 2 of cat photo app)

When you are asked to add text to an h1 element, that means the words are meant to go between the opening and closing tags (not inside the tags)
