I could not see the problem with the code in step 12. Is there anything missing or added? I would appreciate if anyone could help me since I have been trying this again and again

What do you mean? It says that the words ‘cat photos’ should be the link.

Look at the preview pane.

You probably see this there:

Click here to view more cat photos. cat photos

So that is 2 cat photos.

They just wanted the original one given to you inside the p element to become the link.
