I had trouble with this step as well but I was able to figure it out eventually.
This is the original code on line 7:

<p>See more cat photos in our gallery.</p>

Now you need to make ‘cat photos’ a link to ‘https://freecatphotoapp.com’. Go and look at line 8 which shows you how to make a link to the same web address. So all you need to do is merge the two lines together to get this line of code your after.
