The instructions ask that only the words cat photos be turned into a link by anchoring them on each side.
Do not remove them from within the p element. Only anchor the two words with the a anchor.
Example of anchor within a statement would be like this.

The big red dog < anchor > bit the toy < closing anchor > and jumped happily.
