its not working despite me putting in the tag needed <a href=" with the url

You do understand how to nest the words cat photos. However, the step asks that this be completed while the words remain in the p element statement.
Nothing is to be added, deleted, nor changed, except to add the anchor within the statement around the two words cat photos.

I suggest resetting the step and anchoring the existing words cat photos within the p statement. Your code will pass if you do this and do not leave any space between the closing p and a elements.
