Your a tags should turn the text ‘cat photos’ which already exists in your paragraph into a link by surrounding just those words in your paragraph.
Ex:

<p>This is a <a href="">LINK</a> in a paragraph</p>

Turns just the text LINK onto a link:

This is a LINK in a paragraph
