I cant seem to figure out where the target=‘_blank’ goes in the code. I have tried it in different locations to no avail.

It goes in the opening anchor tag like the way you have it, but the issue is you are putting in between the href, and the link. You need to add it so that it is not apart of your href link. Try adding it after your href link
