You need to add the target attribute inside the opening a tag set to the value of _blank and have a space btw your _blank value and the href attribute. You shouldn’t have that extra < opening tag before the href attribute, just a space to devide both attributes because attributes should go in your opening tag.
example of a list link with the name attribute: <a name="list" href="https:list_of.org">List</a>
