Attributes don’t have < and > around them. I would reset the step to get the original HTML back. When you do you will see the opening link tag as:

<a href="https://freecatphotoapp.com">

You’ve already added the href attribute to the link using the following pattern:

name="value"

You would add the target attribute to the link using the same pattern. Just add it to the opening tag after the current href attribute.
