So, im on step 14 and I dont know what a target is, as its never been brought up before so not sure what to do:

Step 14

Add a target attribute with the value _blank to the anchor (a) element’s opening tag, so that the link opens in a new tab.

a target is an attribute name, attributes are words added in the HTML tags to modify its role or add some functionality
Consider this example

In your case, replace the target as the attribute name and _blank as the attribute value
the target attribute simply tells the browser how and where to open the link when the user clicks it, in this case the value _blank will make the link open in a new unnamed tab or window
