I am not sure where I am supposed to “surround the image” to make it a link, before <img src… , just before “https:// …”.

Where exactly do I “surround” the image to make it a link?

This code you wrote in step 12 is a type of “surround the text to make it into a link”.

That is you created an anchor element by putting the opening tag on the left of the words and a closing tag on the right.

Do the exact same thing but this time the link is the image.
Anchor tag on left and right…
