If you are turning an image into a link then the a tags go around the img element.

That’s how you turn anything into a link, by wrapping it in a tags.

As bbsmooth explained, to turn anything into a link it needs to be wrapped within the tags.

I like to think of it as supports holding the base together.
If you think about it, it is really not different than the following, with the exception of being an image instead of the text.

The wrapping will be the same.
