The instructions for this step request the img be turned into a link by surrounding it with anchors.
The href to be used in the opening a anchor is provided in the instructions.

I suggest using the above as reference for how to anchor anything. This was words, but the same process is used for anchoring the img. The item to anchored is the base, or middle of the outside anchors. Just as the two words ‘cat photos’ are the base of the anchors in that assignment. I hope this helps you!
