I cant seem to wrap the img tag with anchor tag,

I don’t see where you tried in the HTML you posted above.
You wrapped the words “cat photos” in an anchor element in the previous steps. Wrapping an image in an anchor element is done the same way.

Turning an image into a link is done the same way as turning text into a link which you did in the previous step just as @bbsmooth mentioned. So repeat that previous step but this time surround your img
element in opening and closing a
tags and put an attribute of href
with the value of the webpage you want the img
to link to in the opening a
tag of your img
element.
