The only thing you want to do is “turn the image into a link by surrounding it with necessary element tags.” What were the tags you used in the previous steps to turn the words “cat photos” into a link? You want to use those same tags to turn the image into a link. This does not involve moving the image. This only involves surrounding the image with those tags.
