The a tags need to enclose a link text which is in this case “cat photos” so nest the link inside the p tag and ensure the words above are nested inside the a tags

You have correctly turned the photo into a link, but seem to no longer have the text as a link from the previous step.
Either fix the link text from the previous step, or you could reset the step and then only change the photo to a link, leaving the previous text link in place.
