Learn HTML by Building a Cat Photo App - Step 36

Estoy en el ejercicio Nº36 de aprende HTML creando una app de gatos, me pide que agregue el atributo Action al elemento de fomulario pero cuando lo hago me dice “Su elemento de formulario no debe tener contenido. Eliminar cualquier elemento HTML o texto entre las etiquetas del elemento de formulario”.
¿Me podrían comentar que estoy escribiendo mal en mi código? gracias

put the attribute called action inside the opening tag for the form
do not add another tag just add the action and its value to the existing form opening tag
