am unable to understand step 4

Look at the example again of how you make a comment

This is how a comment is made there shouldnt be any of the </ that you are trying to use. You can literally copy this example and then just change the text to the text that the challenge tells you to use

To add a link to cat photos in the CatPhotoApp, use the anchor tag (<a>) with the href attribute containing the URL of the cat photos gallery. For example: <a href="https://www.example.com/cat_photos">See more cat photos in our gallery.</a>
