a form element is written like this:
<form></form>

an anchor element is written like this:
<a></a>

please don’t mix the two

edit: you can add the action attribute to the form element the same way all attributes are added (in the opening tag of the form element)

you don’t need an anchor element.
You just need the form element (which you have).
Then you need to add the action --attribute— to the form’s opening tag.
