I don’t understand where the legend element is supposed to go in the second fieldset I am stuck in step 28 but can’t find a forum on this specific problem.

Hello.

You should put a legend attribute between the fieldset and input Tag:
“Account type (required)”, to describe what is needed.

You need to add legend opening and closing tags after fieldset opening tag before your input radio elemens, and within legend opening and closing tags you required to copy and paste that text provided in the instructions.
