why did you put terms and condition in a ’ ’ ?
why did you wrap it in the fildset?

Suggestion:

Reset the step to clear any failed code.

It will not affect any previously passed steps.

It will allow you a fresh start at this step.

Try placing the text behind the input element, before the closing label tag, and see what happens.

Place the anchor before the terms and after the conditions without any quotation marks.
