Tell us what’s happening:

I can’t seem to pass the code for step 31 though I have followed all the instructions and tried different options. I added another fieldset to see if that would resolve the issue I was having.

To be honest, I would reset the step to get the original HTML back.

“Add the text I accept the terms and conditions immediately after the input element in the newly added label.”

You should only add this text once, immediately after the input. You have added it several times.

“Then link the text terms and conditions to the following location:”

You didn’t do this. You created several links in the Cat Photo App course. Do you remember how to create a link?

These are the only two things you should do. Do not make any other changes.
